On September 1st, 1923, the earthquake which was later called Great Kanto earthquake of 1923 occurred in Kanto. Yokoamicho park where Tokyo Metropolitan earthquake rehabilitation memorial hall was built was developing so that there was vacant land when the earthquake. So many people took refuge here. But the vacant land made a huge blaze then 38,000 people were sacrificed here.

In 1930, for memorial of the earthquake, Tokyo Metropolitan earthquake rehabilitation memorial hall was built here, Yokoamicho park.

1923年9月1日、後に、関東大震災と呼ばれる大地震が、関東で発生した。東京都震災復興記念館がある横網町公園は、震災当日造成中で、よって、ちょうど空き地になっていたことから、住民は、ここ横網町公園に避難したが、その空き地が、炎の竜巻を作ることになり、38,000人もの人命が犠牲となった。

1930年(昭和5年)、震災で犠牲になった人々を慰霊する為、この地に、東京都震災復興記念館と、東京都慰霊堂が建てられた。
